Armando holds a distinguished academic background, earning both a Bachelor of Science and a Master’s degree in Civil Engineering from the esteemed University of Florida. His profound knowledge and expertise in Civil and Structural Engineering have been the bedrock of his impressive career.
Armando’s professional pursuits reflect his passion for innovation and excellence. His areas of expertise include Finite Element Modeling for New Construction, Forensic Engineering, and the Development of Structural Repair Details and Specifications. Project Spotlight
Quiet Waters Community Recertification
Quiet Waters was among four projects requiring recertification last month as part of a larger initiative encompassing multiple buildings. The project’s objectives included conducting a conditions assessment and obtaining Broward County Building Safety Structural and Electrical Recertification. The structural conditions assessment aimed to identify any indications of degradation resulting from water infiltration, concrete cracking, concrete spalling, and/or rebar corrosion within the existing structural system. Simultaneously, the electrical inspection scope enabled the observation of typical life safety systems, as well as the examination of wiring and electrical components inside the units, with subsequent identification of items requiring repair.

How Does Recertification Work?
Once a building reaches the age of twenty-five years, county or city code compliance officials issue a Notice of Required Inspection to the property owner. The recertification dates are established based on the anniversary of the original Certificate of Occupancy for the building or structure. Property owners are required to ensure a proper inspection within 90 days from the date of notification. The inspection outcome determines whether the property will receive recertification for another 10 years or if necessary improvements must be undertaken before recertification is approved. In cases where repairs or enhancements are needed, owners are granted an additional 180 days to complete them.
Failure to comply with the inspection notice or failure to complete the mandated repairs may result in penalties.
What Do Recertification Inspections Include?
Our team is skilled in examining various facets of a building’s structural and electrical systems. Inspections must be carried out by licensed engineers or architects. These assessments may encompass a building’s foundation (where observable), roofing systems, masonry bearing walls, steel frames, flooring, concrete framing systems, windows, balconies, wood framing, loading, branch circuits, conduit raceways, and emergency lighting, among other items.
What If I Never Receive a Notice for Inspection?
In some cases, owners of property that is 25 or more years old do not receive a Notice of Required Inspection. However, property owners are still responsible for obtaining the recertification. They are also responsible for having the building recertified every 10 years following the initial recertification. If buildings are not recertified, owners can be liable if an accident or other incident occurs at the site.
